Yep. For our 2006 trek we picked our crew primarily by age. We
listed all our eligible Scouts (the Scoutmaster said that they had to
be at least First Class) by age. We gave first choice to those for
whom 2006 would be their only chance to go to Philmont. We then
invited all the other Scouts (and adults) to apply for the program.
After we enlisted all Scouts who were going to be 16 or older (only
chance to go) we were going to rank all the others by Scouting
accomplishments: nights of Scout camping, Camping MB, Backpacking MB,
Hiking MB, leadership experience, and previous participation in our
troop-level high adventure outings.

After all this stress and anxiety, we had 16 Scouts and 7 adults
indicate a desire to go, so we just created two crews. Everyone who
wants to go and is eligible is going. I still prefer our system,
which we ended up not needing, to a "first-come, first-served" system.
Even though life isn't fair -- and anyone who tells you otherwise is
selling something -- I think we should strive to be fair with our
Scouts.
