Your first story brings up a GOOD point, front load a payment schedule. OR
atleast get payments from each scout to stay with the Payment schedule from
PHILMONT.

Make it clear that unless a replacement scout is found, anyone who to has to
pull out there are no refunds. As I remember, the first 2 payments are
non-refundable, nontransferable. Follow the suggestion in a recent message.
Don't pay for the full crew up front. You can always add scouts and make
their payment at your final meeting with Betty at Philmont. As long as you
have the required size for an official crew and don't go over the crew size
limit, it is ok.
