You've got to be talking about the 'dead zone' in the section on both
sides of 64 where there are only trail camps. I've heard, that there is
some discussion about adding staff camps and programs to some of this
area. Time will tell.

I just checked and Rayado (88 cfs)and Ponil (174 cfs) creeks and
Cimarron River (77 cfs) were well above their historic median flows.
Red River and Angel Fire ski areas both had near record or record
snowfalls this winter. Talking to folks at Philmont, they did have a
very good year in terms of moisture, but I'm not certain how that
affects ground water and so forth. I haven't looked at the webcam at
Cimarron High School lately (see what the snow pack is like on Black &
Cimarroncito Mtns), the lens was so dirty (water spots) last few times I
looked that you couldn't see anything.
