I am certain leather boots would protect your foot from boiling water.
The water would just run off. When a pot falls over, you are not
immersing your foot in the water. I can personally attest that tennis
shoes (mostly fabric with some leather trim) will also. My scar begins
on my ankle right where the tennis shoe stopped. Until that unfortunate
accident, I thought tennis shoes were adequate to cook in. And they did
keep my foot from being burned. After that, our crews always wore their
boots when cooking. Then you get ankle protection also (assuming you do
not hike in low tops).

Used mine last summer; neither Ranger or Camp Staff said anything.

 

IMO the issue is protecting the fronts of your feet not the tops. The
concept of holes and cooking might be somewhat over-blown. Most hiking
boots and trail shoes now days have significant amounts of fabric across
the top of the boot. If boiling water were spilled on hiking boots, the
waterproofing might keep it out a few seconds longer while it soaked in
and/or the Gore-tex membrane melted, but it might hold the hot water in
longer too. And I *know* I can get my foot out of my Crocs faster than
I can my boots! Having said that though, I will still have our crew
wear their boots when cooking.
