The "rule" is that Philmont ENCOURAGES two to a tent. Not REQUIRES. Their
reason is that
supposedly some camps have VERY limited tent space and the smaller tents are
more easily
accommodated. However, no one has been able to point to a camp at Philmont
where you
cannot find some space for a three man tent. There are some camps where a
four man
tent is pretty problematic, though.
