[philmont] Smellable Items

I'll let Jim speak for Services, but the CHQ Activities Department is the
most important little department that everyone deals with and no one has
heard of. We provide activities for the base camp staff just about every
day-- movie nights, ice cream, cards, ping pong tournaments, etc. We also
run the Welcome Center, perform the Opening and Closing Campfires every
night, and tend to other miscellaneous duties (like keeping the coffee
stocked in the Advisor's Meeting Room).
