[philmont] odd number of participants

The campsite One (I believe) at Ute Meadows is problematic for ANY size
tent. There just isn't anywhere to put a tent that isn't a rock garden.
 
We asked the crew in site Two if we could share, but they pointed out
the wash zones from the recent downpour. They were through the places
where tents weren't. Granted this was while the Rivera Mesa fire was
going on and the north was "crowded".

The "rule" is that Philmont ENCOURAGES two to a tent. Not REQUIRES.
Their reason is that
supposedly some camps have VERY limited tent space and the smaller tents
are more easily
accommodated. However, no one has been able to point to a camp at
Philmont where you
cannot find some space for a three man tent. There are some camps where
a four man
tent is pretty problematic, though.

No rule against 3, we had an odd number of boys on a trek and used a 3
man tent.
