[philmont] Camp shoe requirements

Personally, if Crocs are good enough to be the camp "shoe" of choice for
hundreds of thru-hikers on the AT, they are good enough for me - and
Philmont. That being said, I own and use a pair that do not have the
holes in the toe box.
