Yeah Mark, in 1959 the skinny kids got to go and there were no requirements for WFA, CPR, etc,etc. Back then PARENTS made sure that the leaders takign their sons were well qualified.
   
  The leaders that lead me in 1959 had to pass my daddys test, never mind the BSA's And low be the leader who did me wrong, i.e. the need for youth abuse prevention. Back then there was no pussyfooting around.
   
  I heard it more than once from my dad thast he would be the one on trial if anyone abused his children because the abuser would not be aroud for his court date. And he meant it. so did every other red blooded father. And that's why we did not have much problems.
   
  But with civil rights came civil problems including the need to require leaders to be trained in CPR, WFA. It used to be that leaders just accepted that as their leadership responsibility.
   
  There's a key term for you "leadership responsibility".
   
  Adn none of this is flippant at all. Like Mark says, it's sad that some leaders would even think of such, but they do. A candid visit with some Philmont brass last October proves it takes all kinds.

That said the rules are the rules but lets not be so
 flippant about the consequences. We are talking about the destruction
 or many young people's dreams. It is probable that most will never
 get a "next time around".

Even in 1959 the skinny little kids got to go and they
 probably wans not
fluent with every rule and regulation in the book.
