Folks it took almost open rebellion on the part of some larger Councils to get this requirement delayed a year to give them time to get a handle on this unfunded mandate in the first place. Having been repeated forewarned, I agree with others, it would border on the criminal for a crew to show up without the REQUIRED certifications.
Terry Pogue can correct me if I am wrong on this, but I believe that in the Greater St Louis Area Council it is now required that in order to use the Council's Climbing facilities (Tower, Challenge Course or Rocks areas) each unit that checks out equipment, in addition to having a qualified ropes person must also have a member of the unit with current 1st Aid / CPR certification. This is checked by a camp Ranger, no qualified people, no access.
As has been stated: Rules is Rules is Rules!!! If you can't follow them, pack up and go home.
