[philmont] Wilderness First Aid

Although not directly Philmont related, it is related to Wilderness First
Aid preparation.

At our last Troop meeting, our Troop records librarian (the Committee member
that maintains all the Troop records not the POR) was updating the training
information for the leaders going on the Philmont expedition this summer.
In the process mentioned that when she was turning in the Local Tour Permit
for our Troop campout this weekend, and the Council registrar indicated that
WFA or equivalent would be required by the Council in the future (January 1,
2009?) for any activity more than thirty minutes from a primary care
facility. This would be most of our Troop campouts, so it looks like the
Philmont requirement put us ahead of the curve on this one. This might be
something coming to a Council near you and if not, is a very good idea
anyway.

As John LeBlanc pointed out, Be Prepared is a pretty good MO.

Terry Pogue can correct me if I am wrong on this, but I believe that in the
Greater St Louis Area Council it is now required that in order to use the
Council's Climbing facilities (Tower, Challenge Course or Rocks areas) each
unit that checks out equipment, in addition to having a qualified ropes
person must also have a member of the unit with current 1st Aid / CPR
certification. This is checked by a camp Ranger, no qualified people, no
access.
