You're talking my language here Mark. While I do think Scouters learn things at IOLS, I also agree it's just a beginning, and we tell them so. What we really need is advanced outdoor training, like they offer at Philmont, only at the council level.
And in keeping with your point below, many of my IOLS students are Cub types, getting ready for future troop participation. They have completed IOLS, but still have to sit through the BALOO training if they want to take their pack camping. I am an instructor for both courses, and I see little value in having them go to BALOO after they have been to IOLS, but that is the rule, and heaven forbid that we break any of the rules...
