That's right!

Several years ago, Philmont cancelled the old regular
Trail Crew Program because they couldn't get enough
participants. That was a 28 day program and there was no
fee. The participants had to work on trails for two
weeks and then got a two week backpacking trek at no
cost other than transportation to/from Philmont.

I don't buy these "my Scouts can't go" excuses!
