My husband drove a 15 passenger van from Minnesota to Philmont in 2001 -- a
commercial license was not needed, but we had to take out additional
vehicle insurance through our personal policy. I don't remember the dollar
amount of coverage, but it was a BSA requirement for drivers of vehicles
that can carry more than 12 passengers, even if you don't HAVE 12
passengers (we had 6). He had to show proof of this insurance before the
council would sign the tour permit.

In addition to the safety concerns voiced, those renting vans (even
smaller than 15 passengers) need to be aware that even if your personal
auto insurance normally covers rental vehicles, it does NOT cover large
vans (at least here in NJ). A check with your insurance agent beforehand
is advisable.
