it is, but for all I know, it's in the Republic of California.

perhaps it's a matter of the troops in those areas are more likely to plan a
philmont trip since it's only a couple days drive? I know I'd love to go
back to the White Otter Wilderness, but an 8-day trip like I did 20 years ago
for $325 from Derby, KS, would cost us about $900 per scout since we'd end up
having to fly from Austin, TX. As a result, it's not as likely that we'll
try a White Otter trip, as we will a Philmont trip. Occam's razor usually
applies
