This is an example why I hope Philmont never allocates
all summer crew slots through the councils. I detest
the current call-in process, and have felt that way
about it from the very beginning, but I had rather
see Philmont keep the call-in than allocate more slots
thorough councils.

By the way, I can understand the FOS and Popcorn
criteria that Longhorn uses, but requiring their troops
to attend their own council's summer camps tells me that
the Longhorn Council camps should be avoided since they
apparently can't attract their own troops by providing
quality summer camp programs.
