The way we do it in our troop is first timers get first preference, boys and
parents alike.

Repeaters go on a wait list and can go if slots open up.

As for the relative "activeness" of the parent, if their son is going and they
want to go, given the first timers/first preference rule, I would say "yes."
This may be what it takes to get them more involved.

On the other hand if there is a choice between two first timers and one is a
good deal more active than the other, then it gets dicey. I would argue giving
preference to the more involved parent, and would cite their level of service,
commitment to the troop, involvement, etc., as the tie breaker. Hopefully the
less involved parent will understand.
