[Philmont]: Duffel Bags

Calvin just triggered something in my (not too wonderful) memory:

"which includes the .... and a contingent duffle bag"

When we went last (suumer 2001), we put our packs in military style
canvas duffel bags, both to protect them from snagging & other mishaps,
and to have someplace to stash our travelling closthes, icluding class
A's (don't mean to start THAT thread again!) while we were on the trail.

I recall that the airlines are now charging $80/bag for oversize bags --
while I haven't dragged it out to measure, I'd guess that the duffel
would be consideeralbly more than 64 inches H+W+L.

Did anyone encounter this fee last summer or in the fall?

Yesterday, I received a flyer from my council (Capitol Area in Austin,
Texas) concerning our 2004 Council Philmont Contingent.

The council will have 13 crews which will be allocated to troops or
venturing crews. The estimated fee is $710 per crew member which
includes the Philmont fee, transportation, meals and a contingent duffle
bag. Here are the eligibility details and details on how the crews will
be selected.

Eligibility
-----------
* Units must NOT be registered to go to Philmont (trek, cavalcade, or
other youth related activity) in 2003.

* Units must NOT have a 2004 trek assigned during the November 9
call-in.

* A unit may apply for only one crew slot, which may not be transferred
to another unit.

* The unit commits to being financially responsible for a complete crew
of 12. 75% of the crew members (9) must have never participated in a
Philmont trek.

My comments: I don't have problems with these criteria as I feel they
are fair and reasonable.

Here's where it gets "interesting".

Selection
---------
Applying units will be "ranked" based on unit participation in these
council programs since 2000:

* Number of times unit has been to summer camp at Lost Pines (our
council's major camping property)

* Number of times unit has been to winter camp at Lost Pines.

* Number of times unit has sent Scouts to Silver Pines (our council's
week long Junior Training Conference)

* Number of sessions youth from unit have staffed summer camp at Lost
Pines.

* Number of sessions youth from unit have staffed winter camp at Lost
Pines.

* Number of sessions youth from unit have staffed Silver Pines.

* Number of times unit participated in Family FOS program.

* Number of times unit participated in Council Popcorn sale.

* Number of times unit has applied for a crew slot on the Council
Contingent and has not been selected.

My comments: For six years, I've been reading accounts on SCOUTS-L and
other internet forums about councils which find ways to penalize troops
which have chosen to provide their Scouts with the opportunity to enjoy
a variety of summer camp and winter camp experiences by attending
out-of-council camps.

Up until now, I have been EXTREMELY PROUD of my council as the
leadership has chosen to avoid this by not penalizing our units which
attend out-of-council camps. I have also been proud that my council is
secure enough in the quality of the programs offered during our summer
camps and winter camps that we didn't have to resort to these type of
intimidating and unscoutlike tactics.

That pride has now disappeared!!!
