I could go on at length with reasons to change the system and
alternative methods that would be superior to the phone in. I avoided
that since it was discussed at length after last year's call in. I
agree with you that a lottery would be as fair as the current system.
And it would require a lot less effort.
One idea that I have not seen before is to lengthen the time between
when a unit can go. With so many units not getting in, maybe instead of
limiting units to every other year, it should be every third year.
There's Northern Tier and Sea Base for the other two.
At any rate, the phone in system needs to go.

Well, I agree in part, but for the other reason you stated of
other units that will never get to go because of the phone in system.
My troop didn't go last year, won't go this summer, nor 2004
because of not being able to get in through the phones. Best thing I
could offer as a substitution is a lottery, it would be more fair.
Elegible uinits send in a post card, then they are drawn in order same
as phone calls recieved in order, seems a better plan, therefore it will
never be implemented.
