The two treks I have done (2001, 2003) both had an odd number of crew
members and we used a one man Sierra Designs Light Year CD tent on both
treks. I believe Philmont's concern is not that it is a one man tent,
but that it is a tent, not a bivy. Height counts.
Using your own tents also saves time on check in and check out.
