First let me say that I am a lightweight hiker and am very comfortable with
my use of lightweight gear, Some of my answers may not be right for other
hikers. You should have a good understanding of your equipment and how to
use it before going to the woods, especially Philmont.
I do think that the less you (and your scouts) carry the better your trip
will be. less tired, less blisters, less chance of twisted ankles. Less
time hiking more time for programs...ect.

Both of my treks were the second week of July, I have used a 40 degree bag
both times. I think you will have other opinions that say you need a warmer
bag that this, I was prepared to dress this bag down to around freezing by
using a silk bag liner and very light weight runners tights and long sleeve
top with a balaclava. The first trek I took Hot Hands just in case but
didn't need them.

Your rain gear should be your wind breaker and be worn at times to keep you
warm. Your rain pants can be be used as long pants of consi work or horse
back riding. Philmont will discorage this, but I haven't had anybody in the
backcountry say a word about it, no problem. I think they are worried that
the rain gear might get torn and not function when it rains. I didn't take
long pants other than rain pants either time.
I have Marmont Pre-Cip rainwear. A lighter cheaper option is Frog Toggs.
Gortex will work but is pricey and heavy.

I use a Reynolds turkey roasting bags for my sleeping bag and another for
clothes. Zip locks don't hold up as well. I squeeze all the air out of the
bag and twist it 2 or 3 times, fold the tail over and stuff it into the pack
so that it rests on the tail and it will stay closed.
I took two shirts and two pair shorts, I wore one set untill bed time,
I would change into my clean pair for the night and the next day's wear.
The next day I would wash and dry the first set for the next night.
and so on... This practice must be done in a strick leave no trace manor.
I did not teach the boy's this pratice.

I used a digital camera....If you want film, you could buy those 35mm
disposable cameras for the boy's to use. They are light and work pretty
well.
