The Kelty pack sonds appropriate for a boy his size. I will say you will have to realize that "his fair share" of group gear and food is going to be just about none. Without being out there on the extreme fringe of ultra-light gearhe is going to be at his max pack weight with his own gear and water.
You say you are confident that this Scout can make the trek, yet he doesn't have a pack, leading me to wonder what your confidence is based upon. You need to get a pack on his back and get on some hilly trails right away, to make sure your confidence is well placed. A trek on the easier end of the scale would seem in order, too.
