I have Verizon and could get a poor, but usable signal at base camp summer 2003. I carried the phone as part of our first aid kit. Turned it on a couple of times just to check for signals. There are signals in the backcountry, but that's no assurance you can call out on your phone. I didn't try.
If you plan to take a phone, be sure the batteries will hold a charge for 10 days through a range of temperatures, even if turned off the whole time.
As noted in an earlier post, Philmont provides a "protocol" for cell phone use in the backcountry, including a specific Philmont number to call. Forget 911.
Double H may have a similar protocol by summer 2004.
Staffed camps have radios.
