I do believe that Councils still get special treatment..............that is
how we got to go in 2003, with the Council Contingent. IT was a GREAT
experience, since scouts didn't have any previous "history" of problems.
I too believe that there needs to be a way to weight the system. It should
keep track of WHEN your unit has been on a TREK, and what years you tried
and were shut out.
