Again, let me emphasize that the comments are based on 16-year old
hearsay from the Council High Adventure Committee of the time - which we
accepted as being factual. And it does kinda make sense, at least to
this non-lawyer's eyes. But as I discovered two (?) years ago with my
adamant-but-incorrect statements on whether Scouts could tent alone,
some Council "statements of fact" are anything but.... Certainly no one
has inquired about this issue (with me at least) in nearly 10 years.
