[Philmont]: School access regulation 'No child...."

I thought it sounded too simple. My Scout Exec said that many school
districts have opted to let NO groups come into the schools to solicit
in response to the No Child Left Behind dictate.

In Iowa, the school establishment is generally resentful of being forced
to follow the (time consuming=expensive) policies of a state with
relatively poor educational results (Texas). The feeling is that the
Iowa system is not broke and doesn't need the Feds telling them what to
do. Consequently, linking Scouting to 'No Child left behind' is not a
great PR asset here.

Maybe the new regulation will do the trick.
