Hi:

This is off topic from Philmont, but is a major issue.

There are several ways of regaining access to the schools for Join Scouting Night presentations.

In the Tidewater Virginia area, a change in school administrators several years ago resulted in our access being limited to a Scout table in the lobby and active hostility to recruitment.

Our recruitment coordinator spent a year mapping the Virginia Standards of Learning (SOL) requirements to the Cub Scout and Boy Scout rank advancement requirements. He was able to demonstrate how Scouting supported and enhanced learned for every Virginia SOL requirement. The result of his efforts changed the school administrators position on Scouting and we were able to actively recruit at the schools this fall. Membership is up and the kids are having fun in the Scouting program.

Nationwide, all the school administrators and teachers are under enormous pressure to show positive test score results. Scouting can help them meet their goals. Show the administrators and teachers how we can help and they'll be glad to work with us.

I thought it sounded too simple. My Scout Exec said that many school
districts have opted to let NO groups come into the schools to solicit
in response to the No Child Left Behind dictate.

In Iowa, the school establishment is generally resentful of being forced
to follow the (time consuming=expensive) policies of a state with
relatively poor educational results (Texas). The feeling is that the
Iowa system is not broke and doesn't need the Feds telling them what to
do. Consequently, linking Scouting to 'No Child left behind' is not a
great PR asset here.

Maybe the new regulation will do the trick.
