Well here is one Scoutmaster who is asking only for Crews I can fill
from my own Troop. Of course, with 45 age eligible Scouts, I have
absolutely no need to look elsewhere.

Troop size is not a very good criteria of age eligible Scouts. In my
career, I have seen lots of large (but not very good) Troops that could
count all their H.S. aged Scouts on just one or two hands.

In (just!) one aspect of the lottery method I had proposed, you got your
initial number of "tickets" based on the number of age eligible Scouts
registered with your Unit, multiple registrations not counting. This
could easily be back-checked on the national computer. No need for
guestimating based on national averages....
