Has been previously suggested. A good idea, that would certainly have a
beneficial impact for a couple of years, but it was felt that it
could/would also eventually result in twice as many applicants. Not so
sure about THAT, but the effective downside would be it would be
difficult to try and give any increasing bias to Units who apply year
and year without success. At least, in any useful sense - if a Unit
loses out twice under such a system, that's it for chances for even the
youngest age eligible Scouts who applied the first year. As opposed to
four tries if you can try every year. Of course, since we don't have
any bias now anyway....
