Our troop is such a case in point. It took 12 years for us to get a
slot, eight for a neighboring troop. A weighted bias favoring those who
have never gone first, then decreasing the bias as the number of years
since the last visit is fair and equitable.

Of course, that opens up another who "selection bias" discussion at
those levels.

As an aside but related issue, I think troops who have gone before will
be more willing to pursue alternative methods than those who have never
been there or went so long ago it's lost from "institutional memory."
For example, I don't think anyone on our troop would have considered OA
trail crew or Council provisional crews prior to our first trip to
Philmont this summer. The inertia to overcome the unknown and to go solo
without the support of your troop/crew is too great for many. However,
now some of the boys who went this summer are discussing doing just
that. I'll be curious to see if any of them follow up on it.
