Not to the routes, but Carson Meadows became a staff camp with the Search and Rescue program. Check out http://www.troop116.org/philmont/phlitinxref.htm#0 to see all chanages since 1999. 16 and 20 also look like possibilities for you.
2. Which of the 4 treks would you prefer (I'm leaning toward 14, but I don't
get to vote - not a youth)
That's really not a relevant question - if you have specific questions about the individual treks, that is a different story.

3. Any suggestion about fishing at Philmont would be helpful.

Never done it, so not from me
4. Can a contingent with 2 crews request that booth crews be given the same
trek?

Absolutely - they need to the same five treks in the same order AND send their cards back together.
