I am still amazed that every unit does not receive a G2SS in their charter
and subsequent re-charter packets. Most of the time these are not Youth
Protection violations, but G2SS violations.

As the largest outdoor program in the nation, we will have more issues like
this as a raw number. As a percentage of users, I would be shocked, and
greatly dismayed, to learn that a greater percentage of Scout units as
compared to the general public, commit these infractions. Think about how
many tens of thousands of units were also camping at that same time. Then
think of all the general public that were in the parks. All those
enforcement rangers aren't just there for the BSA. Compare a thousand Boy
Scouts and a thousand teenagers, and then tell me which group is responsible
for more damage and rules infractions.
