Well, each time those units file a local tour permit, the tour leader is
signing indicating that "I have in my possession a copy of Guide to Safe
Scouting No. 34416D and have read it". I suspect, of course, that many
choose to be less than trustworthy on this point, but if a tour permit was
filed at all, then they can't claim to be unfamiliar with what the G2SS says
since we have their signature indicating otherwise.
