I'm trying to form 3 crews out of 44 folks for my Contingent. My preference is to break down large troop groups so they do not dominate a crew, hampering forming and norming.

Troops that want to go, just need to join the lottery. Contingents should be for the 2-4 person groups that can't make Philmont's minimum of 7. And the experience is significantly different from a Troop participating.

My personal preference is that no troop (in a contingent) form more than 60% of a 12 person crew. This is not alway easy.

How important does anyone else feel this factor is?
