Rule 1. The movement is for the kids. I would not want to turn away a Scout
because to many from his unit had already signed up.
Rule 2. I believe in the power of the Patrol method. I would keep kids from
the same Troop in the same Philmont Crew unless a request was made by one of
them.
As they say, your mileage may vary.
