Can't be done - the best you can do is three crews from 36 folks.
Are you asking how to select the eight that don't get to go or how to
divide up the whole group or both? There is an advantage IMO to the
"large troop groups" in that they have already gotten through some
aspects of the forming and storming. We just divided up our 24 person
group into two crews and used a crew selection process that took the
groups into account to some extent.

What about the Troop that is 1,015 on the Waiting List? Or the Troop
with a new Scoutmaster that isn't sure he wants to try and tackle
Philmont yet, but the older boys want to go before they age out? Or one
or two Troops with only 6 boys that are even interested in Philmont? Why
not fill a seven person Troop group with 5 others to make the 12? Based
on what I've seen, every Philmont experience is "significantly
different" and probably would be if you had the same group taking the
same itinerary two different times.

I don't see the logic here, but in a situation like you have with more
that want to go than slots, I would certainly make sure each crew had 12
folks (duh).
