Having led a provisional troop at the Jamboree, and a 'normal' troop at
Philmont (and a provisional troop at PSR in '06) I'll make the following
observations:
A crew which is made up of 100% from a single troop is a very predicatable
thing ... mostly.
A crew that is made up of sevral large chunks is more likely to divide
itself into cliques ... sometimes.
A crew with a great deal of diversity has no choice but to bond ... or not.
There are always exceptions - you may discover that the kid you thought you
knew you don't know that well; and that a single father/son pair alone, or
part of a smaller group can separate themselves and do as they please.
Crew building is difficult, there is no single correct answer. As a council
contingent leader you might consider asking the participants for their
preference; or dividing by ability group / experience; or dividing after
determining trek preferences (peaks, activities, trek difficulty ...).
For what it is worth, after years of doing this, our council coordinator
batches the troops together rather than splitting them up except when the
nuymber from a troop exceeds 12 then they get divided more or less equally.
Adult availablity plays a role here as well.

I'm trying to form 3 crews out of 44 folks for my Contingent. My preference
is to break down large troop groups so they do not dominate a crew,
hampering forming and norming.
Troops that want to go, just need to join the lottery. Contingents should
be for the 2-4 person groups that can't make Philmont's minimum of 7. And
the experience is significantly different from a Troop participating.
My personal preference is that no troop (in a contingent) form more than 60%
of a 12 person crew. This is not alway easy.
How important does anyone else feel this factor is?
