As a follow-up to my last posting, I note that Philmont's literature with regard to OA trail crew, Ranch hand and Rayado programs absolutely prohibit participation by two Scouts in the same unit or "otherwise aquainted",in the same crew. Whether this is in reaction to any previous problem concerning clique formation or simply a warning (whether or not honored in the breach) against the use of provisional programs by groups closed out by unit lotteries or unable to join council contingents to circumvent the restrictions, can only be known by those setting policy at the Ranch.
