Wow. I had no idea that councils had all sorts of rules about troops providing full crews, intra-council lotteries and the like. My only experience is with fully provisional council expeditions, both as a youth and as an adult. First come, first served for the individual youth and first come, first served for the individual advisors, with all paying the same, pre-set (estimated) cost. As far as mixed crews, as noted in my previous posting, I am sure we can all get along.
