No, the literature you received when you sent in the $50 deposits was
clear. Those are non-refundable if you can't fill the crew slots for
which you originally sign up. For example, if you sent in $50 deposits
for 10 crew members and you can only fill 8 slots, you will lose $100.

No. That's also clear in the literature you received. You can't "sell"
your crew or "assign" it to another unit. If you give it up, Philmont
will assign the crew to one on the waiting list.
You CAN recruit additional crew members from other troops or venturing
crews to fill the spots you can't fill.
