You have to be careful when planning these types of events. Its difficult
to get firm commitment 18 months out, but thats where you need to go.
Significant $ early. Everybody is committed until they have to pony up $
then you get the real picture.
Our process is to determine interests pre-lottery and build a list. Do the
lottery (or previously the phone thing). If we get in then we get the
deposits from those on the interest list prior to the deposit deadline at
the ranch, but send deposits only for those that have paid, there is an
opportunity to grow the crew (from the minimum of 7 to the max of 12) as the
progress payments are made but no opportunity to shrink it as you've
discovered. If we have less than 7 then its time to take stock and see if
we should keep the slot or give it up .... this is the time to talk to your
council HA Chair as well.
The whole process, from payments to Philmont, to arilines, to
t-shirt/fleese/bag suppliers has to run as a positive cash flow thing ...
participant payments arrive before we have to commit dollars. If they miss
a progress payment, they can get a partial refund (less actual costs) but
the Troop is never left holding the bag.
I'd suggest that you call Betty Pacheo at the ranch ... you should have her
contact infomation. They are reasonable people, she may be able to help you
out since they may still be able to fill your slot. Failing that have you
contacted the HA chair in your (and all adjacent) councils to see if there
are others that would like to join your crew?

1) I don't know if you get your money back if you give your slot
back. I would hope so.
2) The slot belongs to Philmont. You cannot sell, trade, swap, or
anything else with anyone. It's been tried before. We had a slot on eBay a
year or two ago. Ended quickly. No can do.
