According to information in the Council and Unit Planning Guide - "IF"
Philmont can find a wait list crew(s) to take your slot(s) then they
will refund a portion of the commitment fees paid. The refund is
limited to the number of members in the the replacement crew.
 
I would contact Philmont as soon as possible.

1) I don't know if you get your money back if you give your slot
back. I would hope so.
 
2) The slot belongs to Philmont. You cannot sell, trade, swap, or
anything else with anyone. It's been tried before. We had a slot on
eBay a year or two ago. Ended quickly. No can do.
