would never pass up a chance to make the BSA look bad, but in this case
the Scout group in question was directly warned and deserved the fines
they got.
Here in Virginia we cannot properly use the Shenandoah National Park for
Philmont Crews due to a 9-person limit. We can split up if we like, but
that is hardly the way to practice-run a Philmont Crew, and also
requires twice the adult leadership. We have shifted to the G.W.
National Forest for many of our backpacking outings.
