[Philmont]: Work-ups in National Forrests

I'm having difficulty in G. W. National Forrest. Many of my Philmont
Crews, and the local Troops do not understand the restrictions on
Wilderness Areas in the Forrest. They like to work-up in St. Mary's and
Three Ridges Wilderness Areas. All have limits similar to Shenandoah.
Unfortunately, many do not realize there is a limit. I didn't when I
was a novice.

I've instituted specific LNT training into the Contingent training
program specifically noting these restrictions. Still, many are
honestly ignorant of these restrictions.
