Kirk, I'm not sure what the answer is on something like this - we can
counsel people to check all the pertinent regs, but we can't force them
to do so. Certainly I have been pretty paranoid from the start of my
Scoutmastership (that law enforcement background, you know....). A lot
of that came from meticulously and constantly checking fishing and
hunting regulations in my late teens and throughout my 20's.
I will say that sometimes the ignorance of Scouters is (seemingly)
deliberate. We have a rather famous mountain here, Old Rag Mountain.
For years, the base looked like a mini-camporee there would be so many
Troops camped there, on virtually every decent weather weekend (Coop and
Wally will be happy to confirm this sad situation). Then came a large
number of Posted/No Trespassing/Absolutely No Camping Signs. Did that
stop the Scout camping? Of course not - it went on for 3 more years
before it finally trailed off, and then only after many a ticket was
written, and many a Troop evicted after dark on Friday or Saturday
nights. Even today, I routinely find Units camping in violation of
rules that are posted at every major trailhead in the Park, and on
handouts given out with the trail permits. It is hard to be sympathetic
when people are pretending to be illiterate.
Again, I don't know what the answer is. But ss always, I will continue
to counsel and educate - even if many of the "students" aren't interested.
