[Philmont]: bsa unit thrown off state forest

Another thought. When a ticket is issued for a group which blatantly violates regulations clearly set forth for use of the public lands, the cost of that ticket should be borne by the adult who set up the trip and either neglected to find out if there were regulations or, after learning of the regulations, decided to ignore them. The ticket should not be paid by the Troop Committee, who trusted that leader to determinine the rules and to follow them.
