The problem with this is the amount of money could be 6 figures or more.
Commercial outfitters are responsible and they get stuck with Search and
Rescue costs all of the time. (Yes there is the issue of billing for SAR,
but Vermont now does so and I expect more states to follow suit.) What if a
youth starts a forest fire. Out here, (west) the bill the person who started
it.

More importantly, if you place one in the position of paying, you must make
all liable. The parents should pay if the kid gets lost or starts a fire.

The person who wrongs should be liable.

>From the BSA standpoint, what can we do to prevent the wrong in the first
place?

Make the tour leader personally financially responsible for any oversights,
mistakes, or other problem interpreting the thickets of local, county,
state, and federal laws and regulations? Sure. Sounds good to me. I
mean, I'll never volunteer to lead another trip -- ever -- but it might save
our troop a few bucks someday. That is, if we can find any adult willing to
accept unlimited personal responsibility.
