Reply to Jack: I learn so much about the different ways troops are organized to carry out our mission to the boys by reading postings on this list. If your troop committee is so involved in the monthly or summer trips that the activities chairman is responsible for the local tour permit and any land use permits, I give accolades to those committee members (who probably go on the trips themselves).
My experience has been that the permits should be filled out and signed by the uniformed leader with primary responsibility for the trip (although the committee chair must sign the local tour permit). When a permit is presented to someone in charge of the land, they usually expect the permittee to be present and accounted for.
In New Jersey State forests, we have had a situation where one of our ASM's is the permittee (the guy running the trip). He obtains the camping permit in advance. However, the ground fire permit is only issued on the day it is needed. If you send a different ASM down to Forest headquarters to obtain the fire permit, no can do! It must be the same ASM who is responsible for the camping permit. And it better not be some committee member sitting by a warm hearth at home.
My committee wants to know what we are doing, that we have a plan, how much are we charging, and whether the committee must subsidize the trip (as in our ski trip or whitewater rafting). The ASM in charge must report to committee prior to the trip to make a presentation and answer any questions. However, the ASM in charge gets the permits.
