You are so correct on this!
Oh yea on the bag, we use #1 Army bags from the Army surplus store. The down sleeping bags will stuff into them nicely and are waterPRUFF.

  It depends on how responsible and careful the Scout is. I have seen adults that should not carry down because they "forget" to keep it dry, and some Scouts who are very "down smart" and did not have a problem.

  Make certain he has a waterproof stuff sack, knows the danger of a wet bag in cold temperatures, and use your judgement about the Scout.
