In addition to what Jim say, you should know by the time you're done with
3-5 shakedown trips if he's going to be fine. Halfd of our scout had down
bags and half of our shakedown trips involved rain here in Oregon.

It depends on how responsible and careful the Scout is. I have seen adults
that should not carry down because they "forget" to keep it dry, and some
Scouts who are very "down smart" and did not have a problem.
Make certain he has a waterproof stuff sack, knows the danger of a wet bag
in cold temperatures, and use your judgement about the Scout.
